He said that a third of people with mental illness had not benefited for three months from the most cost-effective treatments, while more than 50% had not benefited at all.
A spokesman for the Pharmaceutical and Healthcare Products Regulatory Agency (PPharma) said: "We have now taken the decision to restrict sale of these tablets to those who need them."
The move followed concerns raised in Parliament by Conservative MP Caroline Nokes about the safety of having to take pills "all day" every day.
Mrs May has announced that doctors, scientists and patient groups are to set up a commission look into how the NHS deals with and provides better care to people with mental health issues.
She said they would have three years to "deliver a review of how the NHS is providing treatment and support" for people with mental health problems.
